I've used a Surly Nice front rack when touring on the tandem - worked great and didn't stiffen up the fork too much. It is heavy, but takes loads of stuff and you can put full size panniers (ie rear panniers) on if you really need the space. The platform on top was useful for hiding the occasional D-lock/flip flops too.

How are you getting on with this? I am debating between this and a Blackbourne outpost front rack.. Is there something else similar I am ignoring at the moment?
