General wisdom is to downsize on a PC because of the crazy long TT. ESP on the 60 with a 74deg HT.
I'm 6'3" and found the 60cm uncomfortably long, it was only workable with 80mm stem & risers, that said I prefer more 'upright' as its my beater and my back is pretty stiff.
When I replaced the frame I downsized to a 58. much more comfortable. and + rise stems look fine to me instead of spacer stack to get the height on the HT.with the length of stem you want, and a setback seatpost, I think the 60cm will likely be too big for you.

Will be going 165mm crank instead of 170, stem i've going with 110mm for whatever reason i might change that thoug, will have to see what I like.
Still kinda of unsure on what size to get, I am 6'1.5 with long legs (90cm inseam) and arms, short torso . Was pretty set on getting a 60cm but based on what you guys are saying I will probably go for a 58cm, surely 56 would be too small?
Don't intend to race however this will be my only bike and I will be commuting/riding/climbing pretty hard.
