I've used a Surly Nice front rack when touring on the tandem - worked great and didn't stiffen up the fork too much. It is heavy, but takes loads of stuff and you can put full size panniers (ie rear panniers) on if you really need the space. The platform on top was useful for hiding the occasional D-lock/flip flops too.
Just fitted this Surly front rack on my Long Haul Trucker. It's strong but not very light, made of alloy so that it will be easily weld-able in the event that it breaks while crossing the Irrawaddy and has to be repaired by a local blacksmith (don't think that's going to happen to me).
Comes in silver as well. Haven't tested it under load yet. It allows you to hang your panniers high or low and has a shelf as well
