I definitely experience this when I push myself on a ride. If your heart rate stays elevated long after you've stopped, you might want to back off a bit, as it means you're overworking your heart (which can lead to nasty things like atrial fibrillation later in life).
I have a 20 mile commute each way and usually do it 3 / 4 times a week. However, if I have been of the bike for a week or more and then go back to it the first two nights are the same for me.
Though as upsidedown suggests a tough 100 miler on a Sunday morning results in a lovely afternoon snooze.
