Because it means if you're up to no good and get injured then the home office can use your medical records against you, which means you get the situation in those hollywood movies where the hero/heroine shouts "no hospitals!" and has to be stitched up in some basement with a rusty knitting needle rather than getting it done properly.
In the films they never get infected or have complications but I suspect the reality isn't quite what we see on the silver screen...
