In my experience with mechanical discs (TRP Spyres on a Giant TCX), no noticeable difference on braking compared to rim brakes. Mechanical discs are a bigger faff than rim brakes too, and bike went to two different bike shops to sort the brakes out in case of user error. Ended up selling the bike.
4700 Tiagra is fine as a groupset
Most bikes with alu frames/carbon forks/Tiagra 4700 will be all pretty similar. Main differentials will be rim/disc brake, and then things like rack/mudguard mounts and tyre clearance. These may or may not matter to you. Generally, get the one that looks the best.
