  • The law is - if there is an injury to another person caused by a motor vehicle who is not being carried in that vehicle then the driver must stop and exchange details with said injured party or someone acting on their behalf. If Grayling was driving he needed to stop and do that if whoever was driving didn't stop (etc) then they commit the offence. I couldn't view Graylings incident so I can't comment further on that.
    Your second post regarding damage to you vehicle until said driver has failed to report the incident to Police (up to 24 hours after) he has not committed an offence, technically. He could say it happened in a bad area so he feared for his safety if he hung around but if he makes it in 24 hrs he's good enough. It never ever counts with an injury as there's no reporting it later allowed. As your policewoman said he might be coming back so they would not go and knock on his door until he truly has failed the 24 hrs bit.
