I'm happy to pay that for my team members- the language skills I need are extremely rare in the UK. As a percentage of a skilled workers salary (in Cyber Security, anyway) that £1,000 is very low.
It's probably not going to hit higher earners...who are happier with free movement anyway.
The apprenticeships idea is perhaps a lot better, you see some big outlets like IBM offering these as well. Many companies seem to complain IT skills aren't suitable/they don't have enough people studying IT.
