I have a dia compe one that come with a clamp on front brake, let me find the model.

http://www.diacompe.com.tw/product/track-brake-set-for-front/I remember seeing you can actually get a set of the levers only, I'll give it a search and see what I can find, can understand why because it's much easier to just ride in the drop rather than going up and down with the crosstop levers.

My advice is to replace the screw bolt with an allen key bolt which make removing/installing a breeze at Herne Hill.

Road levers are going to be a 23.8mm clamp though - 2.2mm too small, plus the curved shape would be sub-optimal. I may be looking for something that simply doesn't exist.
