Good advice, thanks. Am I selling the frame short only spending £200? I'm happy to go 2nd hand also to get better value.

Law of diminishing returns, innit. A £200 pair of wheels will do fine. I've been running a pair of the Superstar Pave wheels on a bike and can honestly say there's a marginal difference to how it rides, if at all, to a pair of wheels that cost three times as much.
