Just for clarity, and I guess where this recent conversation stemmed from, does a seller have to accept PayPal with buyers protection as one of their forms of payment when selling an item?

The wording of the rule would suggest not. 'If paypal transaction' requires the existence of 'if not paypal transaction'.
