No idea. I'd see it as a perfectly normal planning outcome, but so much goes on during a complex planning application process that it's anyone's guess, really. I certainly think the outcome is to be welcomed, but I'm not saying that because I have something against her but because of the difference between the existing and proposed buildings and their uses.
So Tracey Emin is refused planning permission to demolish a historic building and concludes that she's not wanted:
