It depends on whether the police assess it to be merely 'below' or 'far below' the standard expected of a competent driver. I would say that if the witness was right in their estimate that the speed was 100mph, this would be 'far below' the applicable standard, but the police need evidence of that, e.g. speed camera data, although there may have been other aspects of the driving which clearly fell 'far below' and don't require exact measurements.
