That's a shame. It's a shitter that they didn't come to the scene. I would want them to explain further why they didn't see fit to attend a hit and run (or even follow up at hospital) to allow them to be better equipped at potentially taking a dangerous driver off the streets. But like you say, that won't change anything.
Do you want some photographs of the area at a similar time of day this week? You might be able to use that in a retrospective manner should anything come of it to show the street light conditions and visibility along the straight road. Alongside historic weather conditions.

I know why they didn't attend... I didn't ask for them when I dialled 999. I asked for an ambulance and that's all that was sent.
The ambulance asked for them, but were notified that the police would intercept at the hospital. This never happened, and the police apologised but this doesn't change the fact that they will not complete a CRB entry after the event.
