Collision Report Book can only be completed at the time of the incident when police are in attendance. It records things like road conditions, lighting, and cannot be completed after the event.
Until the initial self-report has been accepted, it isn't possible to add further information.
In the case of the second one, this means that it may be automatically closed due to not having the licence plate. I may need to file again after I've had the first one recognised if it does get closed automatically... to present new info.
Basically I can't do anything until they acknowledge receipt of the original report, which was filed on Saturday.
Did they say why #1 wasn't completed at the time? If not they should have at least been recording these details in their pocket book. If they took no such details I would want their skipper/inspector to explain why.
