Not sure how that would work... If drop bars they'd need to be very wide to receive the Carradice in between.
I'd be tempted to go the front rack route rather bagman... I'm looking at it right now and being designed to clamp onto saddle railings there's little scope without butchering it to attach to bars.
On stiffness, as they come, I personally don't find them stiff enough and I've added struts, over a year ago now and it does exactly what I want it to do now. But on handlebars I'd want to replicate that and to do so I'd try to find support below which takes back to front rack again...
So gut feeling tells me front rack and some kind of decaleur connecting to the bag, rather than bagman.

You've seen this I assume from the Carradice thread
@veLLo , you seem to be a bit of a tinkerer with racks and the like. I'm considering running a Carradice super c audax as a bar bag, as apposed to saddlebag, do you think a bagman rack could be tinkered with to fit on handlebars? And also, how sturdy are they?
