It's feasible to spring a 9×100 through-axle fork open to fit a normal 108mm long QR axle. You end up with something intermediate in security between a normal open dropout QR and a proper through bolt. It's more of a get-you-home bodge than a sensible permanent arrangement.
Looking at Hadley's website it looks a nice thru-bolt but it seems to be for conventional forks ie open ended dropouts as one bolt head has a tab to stop it rotating. The only place I can see that tab locating is in the dropout.
