    The first version was by neo-nazis to identify Jewish names. I think they even built a browser plug-in to automate the triple commas in text whenever a so called 'Jewish name' appeared.

    The second usage is a backlash by liberal minded people, who put their name in triple brackets as a sort of anti-nazi, solidarity statement.
