27.0mm too loose and 27.2mm too tight?
Given that seatposts are sized in 0.2mm increments, I'd say the top of the tube is distorted: probably by someone clamping a 27.0mm seatpost in there.
Take it to your LBS and get it checked and likely reamed.

I have digital calipers in NW3 gospel oak.. you are welcome to borrow.. I probably have a 26.8 seat post as well

Got sold a frame as 27.2 but its not that, or 27mm and I dont have an abundance of seatposts to try :(
