It is a lot easier to see what is going on in a crowd when you are above everyone else (this is why Police use helicopters too - horses are a lot cheaper to run though!) The Police Horse essentially acts as a mobile platform, allowing the police to survey the crowd and move around easily to get a closer look at what is going on whilst still being able to talk to people in the crowds.
Also, they are large, fast, exceptionally well trained and have metal plated hooves.
