Sort of... It's not a bad place to start.
The reach to the bars on my Talbot & Ogre is only a tiny bit longer than on my Straggler, but then I use fairly wide bars ( anything from 710-780mm ). If i was using a 660-680mm, then it'd be pretty close to mtb bars around the same as drop bar hoods.
I've found that 25-30mm extra on the bars has required 10-15mm less on the stem.
Keep in mind that recent geometry is designed to work best with a fairly short stem wide'ish bar combo and allow yourself some room to manoeuvre either way.
