Spoke to Mario Vaz about getting the frame sorted there, he sounds like a top chap and probably the best I know. I really don't want it powder coated. Apparently Mario knows/ works with a frame builder that can get the seatpost and bottom bracket out for not a lot of money, I'll consider that if it gives me a lot of hassle.
The chap in question is his brother Winston Vaz, who works in the same premises and is a fantastic frame builder and a great guy. Don't bother with the methods above and get him to remove the post and BB. This way he can also assess if the frame is sound, prior to paint work. (And if you are bothered, fill that dent also)
Removal of seized stuff seems to be £20 on his website, that frame definitely worth it I'd say...
I've left it soak with wd40 for a few days, still not budging. I'm not in a terrible hurry so I'm going to let it soak a bit more.
