Hi Yes it is But it's not a 650c I have no Idea what size it is as it's quite narrow like a road wheel and I don't think it is a MTB wheel but it is a tiny bit too small for a 650c Conti tyre.
If you want to take a chance and collect it you can have it as a gift.Si

No longer needed - pretty mint condition (couple of minute scratches only). Used for one track Masters pursuit. Always kept in a cloth bag.

Fitted with Casco Warp Sprint Visor. This is the clear version which I think was only or mostly made for the Russian Olympic team - not sure how many made clear but I'm pretty sure they are not available any more.
This visor is same make and fitted exactly the same way as Francois Pervis' Giro had it (taped) and similarly first 2 vents taped. - Didn't make me as fast as him though :)
I will throw in a pair of used (couple eyelets missing but they all do that) G-RACE track toe straps which I had on Dura Ace pedals to supplement cleats. I've never seen hexagonal but I have a 56 quattro with tubes like gilco. Has Rossin decals but not original.
