Weld nuts are a thing, not sure where you'd get CrMo ones which would be ideal for welding to a bike but with the right filler rod you can weld stainless steel to bike tube, and I know where to get stainless weld nuts
I think they are actually thicker than the grub screw boss I had brazed onto one of my frames (from new, not a post hoc fix)for the same purpose. Of course, with a few basic tools (hacksaw, drill, tap, files) you could make a nicer grub screw boss from scrap.
