Those are safety measures that:
-Have actual hard data behind them , that are tested to much higher standards than helmets and are tested for the actual purpose that motorist seem to think cycle helmets are for: Crash safety (not falling at 15 mph from a height of a meter and a half hitting your head on a static object)
- Reduce many injuries, not only head injuries, and increase survival rate across the board -Aren't part of a round of indirect victim blaming "oh their car only had a 3 star safety rating and one airbag...so yes, their injuries are partial to blame" said nobody ever
That doesn't mean that there are no arguments for wearing a helmet in types of cycling where there's a high risk of falls (peletons, MTBs and so on) as that's exactly what they're tested for: Falls.
But for commuting, how about safer roads first for everyone?
