Just because they're olympic swimmers doesn't mean they are immune to getting in trouble in the water. Do the other swimmers know CPR? Unpredictable stuff happens all the time. Seems completely reasonable to have lifeguards present.
Quite a lot of the coaches standing around the pool are ex pro swimmers and fully qualified life guards. The life guard qualifications allow them to use pools in private for training without the need for additional safety staff.
