Not carbon but Pake does a disc fork: http://www.pakebikes.com/product/CAD8ED/Disc+Track+Fork
Max is 28c but I have seen someone squeeze in 32c (with just about space for a note to slip through).
Only problem is it's not easily available in the UK and shipping it from the states cost a bomb (120 including taxes IIRC).
