I know, that's at the finish. But when that group arrived at the scene of the Froome crash, Quintana was with Yates, Bardet et al, but got detached. Now whether that was because he couldn't get through, or because he didn't have the legs to stay with them isn't clear. But in the interests of fairness, the race jury decided to give him, Valverde and Van Garderen the same finishing time as the others in that group.

I'm pretty sure he was, then he got detached in the chaos around the crash.
