"Over-long valve stem" was just a saucy jibe, but valve lockrings haven't been needed since rims manufacturers figured out how to make holes of a consistent diameter in their products.

Decent tubes don't even have threaded stems any more.

28mm is what they usually come with if you're talking about the horizontal top tube Plug, just plop in some Gatorskin in 32mm or 28mm Marathon Pluses which will fit well.
