Just a thought but if the top sprocket is 11t, then a 12t should stop the chain rubbing the stay.
Have you measured the OLD? The stays may be a little splayed.

Sometimes using a bigger top sprocket makes the problem worse, due to the seat stay being wider than the dropout :-)
