My brother's bike does that when braking gently, sorts itself out if you stand it on its nose :-) The actual solution is to fit the cable hanger to the fork crown, to take the steerer out of the load path.
Shame as it is fitted with a new headset with integrated hanger and has no drilling in the forks. I was hoping there was a magic cure involving cable lengths or angles or some such trickery.
