Not unless it was a 24h TT specific bike.
Apart from a dyno all I can think off is a speedo, but that seems excessive.
Early disc brake?

Hi there & well spotted!!! There is a cable routing tube going from the top of the fork crown inside the right hand fork blade which exits just above the right hand fork end. This was to route a computer cable from the sensor on the front fork end up inside the fork blade & exit up from the fork crown towards the computer "head", which was sited on the aerobars. It gave a "cleaner" more aero route for the cable.
