It's the Armstrong argument. If Russian athletes have an alleged state sponsored medical programme, and still aren't winning, what does that say for the countries finishing above them ?
The other countries are winning clean and Russian athletes are just bad despite the medical assistance ? Or is it the other thing ? -
It proves that the British stiff upper lip and a sense of fair play is all that's needed to beat a giant like Russia engaged in a state sponsored doping programme.

I like how everyone in the media are politely ignoring that we came above Russia in the medal table in 2012 in a record year for missed tests by UK athletes.
