Anything that involves pushing something along the tube risks deforming the tube more above the dent. The ideal would be something that you insert so it sits against the good side then wind a handle to move a part towards the inside of the dent. Dunno if this exists.
Once the dent is gone, bond a carbon fibre tube to the inside of the frame to support the weakened area...
Or don't bother, just use the dented frame as modern art. Nothing that special about them, as bike frames go.

Perhaps that Cannondale seat tube dent could be reduced by just forcing in a really long seat post?
