I want the best for the least money

R460 is the best value. There are cheaper 22/23mm wide rims, and there are better ones.

What are the better ones?

Why better? Lighter? More aeroz? I'd go deep on the rear (ooh nurse) but not on the front - too much of a ball ache to hang onto if it's windy.

For your purposes, it would probably be worth looking at the benefit of things like DT RR511 or Kinlin XR31t
