Register with the Telephone Preference Service. It doesn't screen everything, especially if you've bought a product from a company at some point. I was given the link years ago when my brother worked at an Indian call centre, apparently there are rules that call centres have to follow!
Largely it's worked for quite a few years, ymmv.
I only gave my usual number to 3 agents yesterday, so I think I can deal with them poiltely and patiently... to a point... at least they call because you have asked them to (once upon a time), what I can't really stand is PPI / gas change / you have been involved in an accident etc calls...
