Yes, 21mm width is fine with 32mm.
Smallest I go is 28mm which have exactly the same shape as a 23mm on 17mm internal.

I'm confused :s
I meant would it be possible / advisable to run a 32mm X 650b tyre on the 650b Crest rims? Or would you need to run something bigger to be on the safe side?

The Crest rims have the same width on both 650b and 700c.
I ran 28mm which is the smallest you can go on that width which can also be said the same if there's a 650b 28mm tyres.
Nice thing about the width, it fit all tyres sizes, although I struggle to notice any difference between 17mm and 21mm with when riding with the 42mm Hetres.

More 650b tyre chat... how well are Compass 42 or 48s likely to work on 35mm rims (30mm internal)? Would I be better off going for 2.0s if there's clearance?

42mm is still a great sizes and I never find myself wanting bigger on the road.
However, on the tourer, I'm going for the bigger tyres for obvious reason (lower pressure with moderate load), and big enough to ride comfortable on gravel and towpath.
42mm is great on towpath already, but it's better on even bigger sizes.

Yes 42mm certainly feel absolutely no slower than my 700x28 on the daily bike - just far more comfortable in general, and noticeably quicker on rough tarmac. Looking forward to some interesting summer rides on mixed surfaces.

A couple of hundred miles in on the home build now, can't see me going back to anything narrower than 30+mm for the road now. I've been a little precious taking it off the beaten track yet, but hopefully a dry few months will see that changed to some smooth miles down as many tracks I can piece together.
