That's a 23mm conti gp4000. If I recall correctly they size up a bit big and its on a narrow rim so that accentuates things.
The plan is to run 25mm open paves on 23mm rims which should be comfortable.
Yeah they occasionally sized up bigger than they claimed, so you're right about that.
The main concern is enough clearance for debris to pass through.
