53cm Railegh Mixte Project

I have been told I have too much stuff laying around a work , this was going to be a fun runabout for lunchtime. But I haven't touched it for months

It is a 53cm (centre to top) Railegh Wisp frame the paint has been stripped and clear lacquered with a halfords can.
What you see in the pictures is all included , stem,headset, 2 sets of bars and levers, usable 27" wheels, near new 27" 1 1/4 michelin world tour tyres, seat and post , rear mech and changer etc
I also have a kickstand for it somewhere which I will try dig out today.

A few things ;

• The rear cassette fell to bits when I was attempting to remove it months ago , so the internal body is still on there . It will need a good vice I would say.
  
• There is a small cosmetic ding on top of the rear stay by the seat pin where someone has damaged it with a spanner.
  
• The seatpost was coke can shimmed when I got it so will need that or replaced.

What is the "top tube" c-c?
Alloy or steel rims?
Are there mudguard eyes on the forks?

@mig rims are steel , I am pretty sure the front fork has eyelets and the top tube measurement I do not know will have to check both these friday as I am not at work tomorrow
