The R24s I ordered from bike24 (at tester's suggestion) came with tubeless tape and valves, but no qr skewers. What 100/135 skewers are recommended for not too much money? I guess 130 ones wouldn't work? Shimano still best choice?

Yes, if you're using disc brakes with 5mm QRs then Shimano are the only halfway sensible option. XT (M8000) are about £25 a pair including post from Germany

R23 wheels seem to use the R460 sleeve-jointed rim, R24 wheels have their own pin-jointed rim. For MY2016 (i.e. in some shops now) there is also the R32 wheelset which mates the RR511 welded-joint rim to the hubs from the R23 wheels.
It's worth checking which model year you're getting if you order DT R23/24 as they have started shipping with tubeless tape and valves for MY2016, so although the old stock might seem like a bargain, it might not be if you're going to be spending another €40 on the tubeless kit.
