Ran into a little problem when installing some Sugino cranks/external BB last night.
BB went in fine, inserted DS crank arm, slide the NDS arm on and tighten up the preload bolt but it doesn't seem to pull the arms in enough no matter how tight it is. Did up the cinch bolts and you can push the the crank arm/pinch bolt and it "snaps" out towards the drive side about 1-2mm, pushing from the other side moves it back.
Documentation doesn't suggest I need any spacers for the BB:
