I quite like these http://www.vst4free.com/index.php?dev=Kjaerhus_Audio for basic non-DAW plugins. Otherwise I've taken to picking up freebies wherever I can.
Unfortunately there are many, many terrible free vstis out there and it takes some experimentation. I've found that paying a small amount (£5-20) tends to up the quality massively.
