Who knows? It could be 37-559 :-) Col de la Vie comes in 650A (590) and 650B (584) versions including a 650A which is a bit wider than the usual 26×1⅜ and is marked 26×1½

What he actually said was
I have some very nice Col De La Vies in that size that say 26x1 1/2 to fit rim 26x1 3/8.
From that, I assume his tyres are 650A, 40-590 in unambiguous language.

650B is 584, not 590 (which is 650A)
