struggling to see how you'd make the most of a 55mm tyre on a 21mm internal rim.
Why? it work fine on that rims width.
Won't it want too squirm out at low pressures? It's well out of the range advised on Sheldon's tyre size chart.
Just saw his chart, I'd take it with a pinch of salt TBH.
Old MTB rims are usually 17-18mm internal, it's only recently that MTB have 21-23mm internal width as normal.
I'd says this is much more accurate (althought you can go one smaller like 23mm on 17mm internal);
Bear in mind that a lots of tyres, especially MTB work best when shaped like a light bulbs, otherwise you risk the sidewall being exposed.
