It's not really OK, but you certainly wouldn't be the first person to do it, either 32 hub to 24 rim or 36 hub to 24 rim is possible. You end up with weird spoke lengths and probably some residual torque in the hub shell (i.e. the DS spokes are trying to turn it one way and the NDS are resisting) although Damon Rinard claims his 36:24 pattern has no hub torque, and he usually knows what he's talking about.

If I have a brand new 32h (also avail in 36h) hub, is it ok to skip every second hole on the NDS to make a 24 spoke wheel (16:8 spoke pattern)?
