That would fly in the face of decades of tandem practice, it's unlikely that they've been doing it wrong all these years. Tandem rear brakes actually do something useful, unlike on solos where if the front brake is working properly the rear tyre is barely touching the ground.

Citation? We had half-taped with cotton, not grips. I didn't see slip-on tubular grips for road bars until Plastiche Cassano in the early 80s.
