Standard practice for roofers. In fairness to that trade they have to work around the weather and at the moment (read last few years) there's a shortage of them so they are under pressure.
Answering the phone or making calls is also a pain in the arse if you're clinging to a rooftop with your hands covered in bitumen, but it's understandable that the client shouldn't have to take that into consideration.

This joker http://www.checkatrade.com/EJacksonAndCo/ works on the basis that turning up to appointments is entirely optional and phoning to say he can't/won't be there isn't necessary. Arsehole.
