I would probably says a race-fit 54cm is closer to 390mm than 395mm, as every manufacturer have their own way of making a race fit, it's not easy to narrow it down to a specific sizing.

• Trek H1 fit (aka race fit), is 400mm, whether the H2 (normal fit) is 391mm.
  
• The Felt F-series is @miro_o's friendly at a whopping 412mm reach (with same height as a traditional 56cm bike)
  
• Focus Izalco is 405mm (but same height as a traditonal 58cm).
  
  

All this base on your size (58cm), Cannondale sizing is in-between race-fit and normal fit generally which I feel is a decent move as you only need to increase or degrease stem length by a centimetre to get the right fit.
