Oh, I know--but that only highlights that they most likely invested in the toll gateway first, perhaps not expecting volumes to be that high just yet, fully expecting to widen the approaches later to a ratio that accommodates traffic egress when all booths are busy. My guess would be that this is an outcome of the scheme's phasing being outpaced by peak volumes on a national holiday.
