Just in case anyone thought that predict-and-provide was the right way to go:

Obviously, the picture only tells a very limited story, but the more motor traffic capacity you build, the more motor traffic you get, and while the circumstances pictured are currently exceptional, there is no question in my mind that this kind of congestion will become routine as the trip distribution in the area served by the motorway is distorted by its provision and motor traffic increases.
I'd love to see some numbers on this. Must have a look.
